Council considered an ordinance amending Chapter Five, <br />"Animals and Fowl", of the Code of ordinances of the City of <br />La Porte. <br /> <br />The City Attorney read: ORDINANCE 1559 - AN ORDINANCE <br />AMENDING CHAPTER FIVE, "ANIMALS AND FOWL", OF THE CODE OF <br />ORDINANCES OF THE CITY OF LA PORTE, AMENDING SECTION 5-5, <br />"FEES"; AMENDING ARTICLE III "DOGS"; BY ADDING THERETO <br />SECTION 5-38, "RESTRICTION ON NUMBER OF DOGS AND CATS IN <br />PROXIMITY TO RESIDENCE OF ANOTHER"; BY ADDING THERETO SECTION <br />5-52, "ABANDONMENT OF ANIMALS PROHIBITED"; BY ADDING THERETO <br />ARTICLE VII, "KENNELS AND PET ESTABLISHMENTS"; PROVIDING THAT <br />ANY PERSON VIOLATING THE TERMS OF THIS ORDINANCE SHALL BE <br />DEEMED GUILTY OF A MISDEMEANOR AND UPON CONVICTION SHALL BE <br />FINED IN ANY SUM NOT MORE THAN TWO HUNDRED DOLLARS ($200.00); <br />FINDING COMPLIANCE WITH THE OPEN MEETINGS LAW; PROVIDING A <br />SEVERABILITY CLAUSE; AND PROVIDING AN EFFECTIVE DATE HEREOF. <br /> <br />Motion was made bv Councilperson Waters to adoDt Ordinance <br />1559 as read by the Citv Attornev. Second by Councilperson <br />Matuszak. <br /> <br />Motion was made by Councilperson Skelton to table Ordinance <br />1559 until a further workshoD could be held on it. Second by <br />Councilperson Clarke. The motion was defeated, 2 ayes and 5 <br />nays. <br /> <br />Ayes: <br />Nays: <br /> <br />Councilpersons Skelton and Clarke <br />Councilpersons Waters, Matuszak, Porter, Shipp and <br />Mayor Malone <br /> <br />The original motion was then voted, and carried, 6 ayes and 1 <br />nay. <br /> <br />Ayes: Councilpersons Waters, Matuszak, Porter, Shipp, Clarke <br />and Mayor Malone <br />Nays: Councilperson Skelton <br /> <br />Councilperson Skelton has asked, for the record, that his <br />statements regarding the animal ordinance be put into the <br />official minutes. He has a real problem with the present <br />ordinance. He has been pushing for an ordinance to be passed <br />that would have some real meaning to it and be better than <br />the one we have now. He has a problem with cats and dogs <br />
