The award was accepted by Finance Department <br />personnel Jeff Litchfield, Linda Stubbs, Kathy Hutton and <br />Maria Ramos. <br />6. The Mayor presented a plaque to Charlotte Reescano, Parks & <br />Recreation Department, as Employee of the Quarter for <br />September, October and November, 1990. Charlotte is <br />Recreation Supervisor at the Jennie Riley Civic Center. <br />7. There were no citizens wishing to address Council. <br />8. This item, regarding appointing a re-districting committee, <br />was requested to go into executive session before being acted <br />upon. <br />9. Council considered an ordinance appointing the Animal Control <br />Supervisor as Local Health Authority under Chapter 826 <br />(Rabies) of the Texas Health and Safety Code. <br />The City Attorney read: ORDINANCE NO. 1741 - AN ORDINANCE <br />APPOINTING THE CITY OF LA PORTE ANIMAL CONTROL SUPERVISOR AS <br />THE LOCAL HEALTH AUTHORITY UNDER CHAPTER 826 (RABIES) OF THE <br />TEXAS HEALTH AND SAFETY CODE; FINDING COMPLIANCE WITH THE OPEN <br />MEETINGS LAW; AND PROVIDING AN EFFECTIVE DATE HEREOF. <br />Motion was made by Councilperson McLaughlin to adopt Ordinance <br />1741 as read by the City Attorney. Second by Councilperson <br />Cooper. The motion carried, 8 ayes and 0 nays. <br />Ayes: Councilpersons Sutherland, Cooper, Matuszak, <br />McLaughlin, Porter, Skelton, Clarke and Mayor Malone <br />Nays: None <br />10. Council considered an ordinance awarding a depository <br />contract. <br />Mayor Malone, City Attorney Askins, and Councilperson <br />Sutherland removed themselves from the Council table for this <br />item. Mayor Pro Tem Alton Porter presided. <br />Motion was made by Councilperson Matuszak to table this item <br />until he could further study the analysis. After explanation <br />of the RFP process and how the analysis was performed, <br />Councilperson Matuszak withdrew his motion to table. <br />
