<br />MINUTES OF THE SPECIAL CALLED MEETING OF LA PORTE CITY COUNCIL <br />AND JOINT WORKSHOP MEETING OF THE LA PORTE CITY COUNCIL <br />AND THE LA PORTE FIRE CODE REVIEW COMMITTEE <br />JULY 15, 1991 <br />1. The meeting was called to order by Mayor Malone at 6:00 P.M. <br />Members of City Council Present: Mayor Norman Malone, <br />Councilpersons Guy Sutherland, Mike Cooper, Bob Thrower, Bob <br />McLaughlin, B. Don Skelton, Jerry Clarke <br />Members of City Council Absent: Councilpersons Alton Porter <br />and Deotis Gay <br />Members of Fire Code Review Committee Present: Chairman <br />Delbert Walker, Members Richard Browder, Emery Farkas, Tom <br />Hayes, Charlie Young <br />Members of City Staff Present: City Manager Bob Herrera, City <br />Secretary Cherie Black, Assistant City Manager John Joerns, <br />Director of Public Works Steve Gillett, Fire Marshal Paul <br />Hickenbottom, Fire Chief Joe Sease, Chief Building Official <br />Ervin Griffith, Director of Community Development Joel <br />Albrecht <br />Others Present: Lin Pfeiffer, Pfeiffer & Sons Electrical <br />Contractors <br />2. Council considered an ordinance authorizing agreement between <br />the State Department of Highways and Public Transportation and <br />the City of La Porte for construction, operation, and <br />maintenance of traffic signals. <br />Assistant City Manager John Joerns reviewed the ordinance for <br />Council. <br />Motion was made by Councilperson Skelton to adopt Ordinance <br />1765 with the amendment that the Mayor be authorized to <br />execute the document rather than the City Manager as named in <br />the ordinance. The motion died for lack of a second. <br />The Mayor read the ordinance caption, as follows: ORDINANCE <br />1765 - AN ORDINANCE APPROVING AND AUTHORIZING AN AGREEMENT <br />BETWEEN THE STATE DEPARTMENT OF HIGHWAYS AND PUBLIC <br />TRANSPORTATION AND THE CITY OF LA PORTE, FOR THE CONSTRUCTION, <br />OPERATION AND MAINTENANCE OF TRAFFIC SIGNALS (1988-92 PASS <br />PROGRAM); MAKING VARIOUS FINDINGS AND PROVISIONS RELATING TO <br />THE SUBJECT; FINDING COMPLIANCE WITH THE OPEN MEETINGS LAW; <br />AND PROVIDING AN EFFECTIVE DATE HEREOF. <br />
