i • <br />MINUTES OF THE REGULAR MEETING OF LA PORTE CITY COUNCIL <br />JULY 9, 1990 <br />1. The meeting was called to order at 6:00 P.M. by Mayor Malone. <br />Members of Citv Council Present: Mayor Norman Malone; <br />Councilpersons Guy Sutherland, Mike Cooper, Ed Matuszak, Bob <br />McLaughlin, Alton Porter, Deotis Gay and Jerry Clarke <br />Members of City Council Absent: Councilperson B. Don Skelton <br />Members of City Staff Present: City Manager Bob Herrera, City <br />Attorney Knox Askins, City Secretary Cherie Black, Assistant <br />City Manager John Joerns, Assistant to the City Manager Janie <br />Bais, Police Chief Charles Smith, Director of Public Works <br />Steve Gillett, Fire Chief Joe Sease, Director of Community <br />Development Joel Albrecht, Finance Director Jeff Litchfield, <br />Purchasing Manager/Human Resources Manager Louis Rigby, Chief <br />Building Inspector Ervin Griffith, Golf Course Superintendent <br />Dennis Hvalaty, Golf Course Greens Supervisor Richard Flores <br />Others Present: Mr. Frank Castro; representative from Houston <br />Chronicle "This Week" section; five citizens <br />2. The invocation was given by City Attorney Askins. <br />3. Council considered approving the minutes of the regular <br />meeting of Council held June 25, 1990. <br />Motion was made by Councilperson Porter to approve the June <br />25 minutes as presented. Second by Councilperson Gay. The <br />motion carried, 7 ayes, 0 nays, 1 abstain. <br />Ayes: Councilpersons Cooper, Matuszak, McLaughlin, Porter, <br />Gay, Clarke and Mayor Malone <br />Nays: None <br />Abstain: Councilperson Sutherland <br />4. The Mayor called Mr. Frank Castro to the Council table. "Mr. <br />Frank" is retiring from the City after 20 years employment. <br />A proclamation declaring July 9 as "Mr. Frank Castro Day" was <br />read by the Mayor, and a watch to commemorate Mr. Frank's <br />retirement was presented to him in the name of the City by <br />Orville Burgess. Mr. Frank expressed his appreciation and his <br />thoughts on working for the city. <br />5. There were no citizens wishing to address Council. <br />6. Council considered an ordinance regulating burglary and <br />robbery alarm systems in the City of La Porte. This item had <br />been tabled by Councilperson Sutherland on 5/21/90. <br />
