The following names were <br />called and all stated their comments would be the same as Rev. <br />Rawls: Lora McClaskey, George McBroom, Jeneane McBroom, Marsh <br />Powell, Sharon Powell, Frank Warnoch, J. C. Jones, Ted Ganoe. <br />There being no further input, the Mayor declared the public <br />hearing closed. <br />5. There were no citizens wishing to address Council. <br />6. Council considered approving a Special Conditional Use permit <br />to allow construction of a church in an R-1 zone. <br />Motion was made by Councilperson Skelton to approve the <br />Special Conditional Use permit for Grace Baptist Church. <br />Second by Councilperson Gay. The motion carried, 8 ayes and <br />0 nays. <br />Ayes: Councilpersons Cooper, Matuszak, McLaughlin, Porter, <br />Gay, Skelton, Clarke and Mayor Malone <br />Nays: None <br />At this time, Mayor Malone announced that Council would go <br />into executive session to discuss the following items: (A) <br />Receive report from City Manager on personnel item; (B) Meet <br />with City Attorney regarding Elizabeth Lane land acquisition; <br />(C) Meet with attorney(s) to discuss Houston Chemical <br />Services, Inc./Southern Ionics, Inc. Council adjourned into <br />executive session at 6:19 P.M. and returned to the table at <br />7:40 P.M. <br />7. Council considered an ordinance approving entering into <br />cooperation agreement with Harris County for community renewal <br />and lower income housing assistance activities. <br />The City Attorney read: ORDINANCE 1713 - AN ORDINANCE <br />APPROVING AND AUTHORIZING AN AGREEMENT FOR A COMMUNITY <br />DEVELOPMENT BLOCK GRANT PROGRAM BY AND BETWEEN THE CITY OF LA <br />PORTE, TEXAS AND HARRIS COUNTY; MAKING VARIOUS FINDINGS AND <br />PROVISIONS RELATING TO THE SUBJECT; FINDING COMPLIANCE WITH <br />THE OPEN MEETINGS LAW; AND PROVIDING AN EFFECTIVE DATE HEREOF. <br />Motion was made by Councilperson Clarke to adopt Ordinance <br />1713 as read by the City Attorney. Second by Councilperson <br />McLaughlin. The motion carried, 7 ayes and 0 nays <br />(Councilperson Gay was away from the table). <br />Ayes: Councilpersons Cooper, Matuszak, McLaughlin, Porter, <br />Gay, Skelton, Clarke and ;Mayor Malone <br />Nays: None <br />
