The meeting was called to order by Mayor Malone at 6:00 P.M. <br /> <br />Members of ci tv Council Present: Mayor Norman Malone, <br />councilpersons Guy Sutherland, Mike Cooper, Ed Matuszak, Al ton <br />Porter, Deotis Gay (arrived at 6:15), B. Don Skelton, Jerry <br />Clarke <br /> <br />Members of citv Council Absent: Councilperson Bob MCLaughlin <br /> <br />Members of ci tv Staff Present: ci ty Manager Bob Herrera, City <br />Attorney Knox ASkins, city Secretary Cherie Black, Assistant <br />City Manager John Joerns, Director of Public Works Steve <br />Gillett, Director of Finance Jeff Litchfield, Finance Officer <br />Linda Stubbs, Acting Police Chief Bobby Powell, Director of <br />community Development Joel Albrecht, City Engineer Bill <br />Manning, Chief Building Official Ervin Griffith, Assistant <br />City Attorney John Armstrong <br /> <br />Others Present: Janet Graves, former Planning & Zoning <br />commission chairman; John Black, Bayshore Sun; approximately <br />200 citizens <br /> <br />2. The invocation was given by Councilperson Porter. <br /> <br />3. Council considered approving the minutes of the public hearing <br />and regular meeting of Council held September 10, 1990. <br /> <br />Motion was made bv Councilperson Skelton to approve the <br />September 10 minutes as presented. Second by Councilperson <br />Clarke. The motion carried, 7 ayes and 0 nays (Councilperson <br />Gay had not yet arrived). <br /> <br />Nays: <br /> <br />councilpersonsSutherland, Cooper, Matuszak, Porter, <br />Skelton, Clarke and Mayor Malone <br />None <br /> <br />Ayes: <br /> <br />4. The Mayor proclaimed Retired Senior Volunteer Program <br />Recogni tion Day. J. R. Ensminger and Ms. Marie Coffman <br />accepted the proclamation on behalf of the volunteers. <br /> <br />At this time, the Mayor deviated from the agenda and announced <br />that, due to the large crowd and where their interest was, items <br />6, 12 and 12A would be addressed next. <br /> <br />6. The following citizens addressed Council: Col. James Carlin, <br />reporting on "Operation Desert Shield - Texas Style", which <br />will take place the week of Oct. 1-6; Ms. Frances Carr, <br />
