<br />e <br /> <br />e <br /> <br />Minutes, Public Hearing and Regular Meeting <br />La Porte city Council <br />September 24, 1990, Page 2 <br /> <br />reporting on more details of "Operation Desert Shield"; Ms. <br />Catherine Mahlstedt, addressing "Operation Desert Shield"; <br />Jo Davis, representing citizens for a Quality Environment, <br />spoke regarding the "message" sent by the Texas Water <br />Commission in approving the permit application of HCS. She <br />thanked Council for their efforts in opposing the permit <br />application of HCS and urged them to vote unanimously for the <br />agenda item authorizing continued opposition. <br /> <br />Mrs. Barbara sitzman addressed Council to thank them for <br />allowing a stop sign to be placed on Myrtle Creek. She also <br />urged support of continued opposition to the HCS permit. Also <br />speaking in support of continued opposition to the HCS permit <br />were Elisa Yates, Douglas Graham, J. A. Hoopen, Paul FeIgner, <br />Charlie Young, and Jerry Patterson. <br /> <br />12. Council considered a resolution authorizing appeal of Texas <br />Water Commission decision on pending application of Houston <br />Chemical Services, Inc., for hazardous waste facility permit; <br />and authorizing City Manager to execute agreement with law <br />firm to represent city of La Porte. <br /> <br />The City Attorney read: RESOLUTION 90-8 - A RESOLUTION <br />AUTHORIZING APPEAL OF THE TEXAS WATER COMMISSION DECISION ON <br />THE PENDING APPLICATION OF HOUSTON CHEMICAL SERVICES, INC., <br />FOR A HAZARDOUS WASTE FACILITY PERMIT; AUTHORIZING THE CITY <br />MANAGER TO EXECUTE AN AGREEMENT WITH THE LAW FIRM OF WINSTEAD, <br />SECHREST & MINICK TO REPRESENT THE CITY OF LA PORTE IN SUCH <br />MATTERS; FINDING COMPLIANCE WITH THE OPEN MEETINGS LAW; AND <br />PROVIDING AN EFFECTIVE DATE HEREOF. <br /> <br />Motion was made bY Councilperson Cooper to approve Resolution <br />90-8 as read by the city Attorney. Second by Councilperson <br />Matuszak. The motion carried, 7 ayes, 0 nays, 1 abstain. <br /> <br />Ayes: Councilpersons Sutherland, Cooper, Matuszak, Porter, <br />Skelton, Clarke and Mayor Malone <br />Nays: None <br />Abstain: Councilperson Gay <br /> <br />12A. The Mayor read the Emergency Addendum that had been added to <br />the agenda for at least four hours before the meeting was <br />convened or call to order, which was a resolution concerning <br />the Texas Water Commission action on Houston Chemical <br />Services, Inc., hazardous waste incinerator permit <br />application. <br /> <br />The City Attorney read Ordinance 90-9 in its entirety. <br />
