<br />e <br /> <br />e <br /> <br />Minutes, Public Hearing and Regular Meeting <br />La Porte City Council <br />september 24, 1990, Page 3 <br /> <br />Motion was made bY Councilperson Gay to approve Resolution <br />90-9 as read by the city Attorney. Second by Councilperson <br />Sutherland. The motion carried, 8 ayes and 0 nays. <br /> <br />Nays: <br /> <br />CouncilpersonsSutherland, Cooper, Matuszak, Porter, <br />Gay, Skelton, Clarke and Mayor Malone <br />None <br /> <br />Ayes: <br /> <br />The Mayor announced that it had been requested to go into executive <br />session at this time to address item 16 A, under V.A.T.S. - Article <br />6252-17, section 2 (E) (Legal) - to meet with attorney(s) to <br />discuss Houston Chemical Services, Inc. jSouthern Ionics, Inc. <br />Council retired into executive session at 6:55 P.M. and returned <br />to the Council table at 7:57 P.M. The Mayor announced that no <br />action had been taken during the executive session. <br /> <br />5. The Mayor called to order the Public Hearing - Review of <br />Proposed Changes to City of La Porte Zoning Ordinance as <br />recommended by the City's Planning and Zoning Commission. <br /> <br />Director of Community Development Joel Albrecht reviewed the <br />proposed changes for Council. Council asked questions for <br />clarification during the review. Most questions and comments <br />addressed the bed and breakfast portion of the proposed <br />changes and the agricultural production section. <br /> <br />Motion was made bY Councilperson Skelton that. in order to qet <br />the issue off dead center. that it be sent back to Planning <br />& Zoninq to clarify it for proiects for the school children <br />and also to look at the bed and breakfast for Zone 3 only. <br />Second by Councilperson Clarke. Since this was done during <br />the public hearing portion, a formal vote could not be taken, <br />but Council indicated that four were in favor of sending it <br />back to Planning and Zoning, two were against, and two <br />abstained. <br /> <br />After conclusion of the review, former chairperson Janet <br />Graves addressed Council regarding the bed and breakfast <br />portion of the proposed changes. She suggested that it would <br />be much better to have bed and breakfast regulations in place <br />before there was ever a need for them. <br /> <br />The Mayor asked for public input. Charlie Young asked a <br />question regarding having to cut down a tree in order to <br />build. This was addressed in the proposed changes. <br />Procedural questions were asked by Mrs. Barbara Sitzman, and <br />answered. There being no further input, the Mayor then <br />declared the Public Hearing closed. <br />
