• <br />MINUTES OF THE REGULAR MEETING OF LA PORTE CITY COUNCIL <br />NOVEMBER 12, 1990 <br />1. <br />2. <br />3. <br />4. <br />5. <br />The meeting was called to order by Mayor Malone at 6:00 P.M. <br />Members of Cites Council Present: Mayor Norman Malone, <br />Councilpersons Guy Sutherland, Mike Cooper, Ed Matuszak, Bob <br />McLaughlin, Alton Porter, Deotis Gay (arrived 6:20 P.M.), B. <br />Don Skelton, Jerry Clarke <br />Members of City Council Absent: None <br />Members of City Staff Present: City Manager Bob Herrera, City <br />Attorney Knox Askins, City Secretary Cherie Black, Assistant <br />City Manager John Joerns, Human Resources Manager/Purchasing <br />Manager Louis Rigby, Acting Police Chief Bobby Powell, <br />Director of Public Works Steve Gillett, MIS Manager Larry <br />Mabe, Director of Community Development Joel Albrecht, <br />Director of Parks and Recreation Stan Sherwood, Recreation <br />Superintendent Tim O'Connor, Parks Superintendent Bert Clark, <br />Aging Services Superintendent Karen Beerman <br />Others Present: Rick Hollington, Denny Ray Wines Associates; <br />8 citizens <br />The invocation was given by Councilperson Cooper. <br />Council considered approving the minutes of the regular <br />meeting of Council held October 22, 1990. <br />Motion was made by Councilperson Cooper to approve the October <br />22 minutes as presented. Second by Councilperson Sutherland. <br />The motion carried, 8 ayes and 0 nays. (Councilperson Gay had <br />not yet arrived.) <br />Ayes: Councilpersons Sutherland, Cooper, Matuszak, <br />McLaughlin, Porter, Skelton, Clarke and Mayor Malone <br />Nays: None <br />The following citizens addressed Council: Jimmie Ray <br />Spradling, regarding solicitors and peddlers in La Porte; Lou <br />Lawler, regarding a meeting of The Rehabilitation Foundation. <br />Council considered Ordinance 759-F, establishing front foot <br />fees to be charged for businesses and residences seeking water <br />and sewer services. <br />The City Attorney read: ORDINANCE 759-F - AN ORDINANCE <br />AMENDING ORDINANCE 759, AN ORDINANCE ESTABLISHING A POLICY ON <br />WATER AND SEWER LINE EXTENSIONS; ESTABLISHING CONNECTION FEES <br />AND INSPECTION FEES FOR PROPERTY HEREAFTER CONNECTED TO <br />
