Council considered approving the official statement and ordinances authorizing the issuance of $1 ,800,000 in <br />certificates of obligation. <br /> <br />Assistant City Manager Cynthia Alexander introduced Mark Nitcholas who provided City Council with an <br />overview. <br /> <br />Assistant City Attorney Clark Askins read: ORDINANCE 2841 - ORDINANCE AUTHORIZING THE <br />ISSUANCE OF CITY OF LA PORTE, TEXAS, CERTIFICATES OF OBLIGATION, SERIES 2005; AND <br />CONTAINING OTHER MATTERS INCIDENT THERETO. BE IT ORDAINED BY THE CITY COUNCIL <br />OF THE CITY OF LA PORTE, TEXAS: <br /> <br />Motion was made by Councilmember Moser to approve the ordinance as recommended. Second by <br />Councilmember Rigby. Public Hearing - Council to consider adopting an ordinance approving current Fiscal Year 2005-2006 proposed <br />budget. <br /> <br />Open Public Hearing - Mayor Porter opened the Public Hearing at 7: 10 p.m. <br /> <br />Review by Staff-Assistant City Manager, Cynthia Alexander provided an overview on ordinance approving <br />current Fiscal Year 2005-2006 proposed budget <br /> <br />Public Input - Chamber of Commerce President requested the City Council provide the one time option in <br />contract with the City of La Porte to fund $30,000.00 for the upcoming 50th year celebration of the Sylvan Beach <br />Festival. <br /> <br />Recommendation of City Manager and Staff -Staff recommended the adoption of the 2005-2006 proposed budget <br />with the proposed changes requested by City Council. <br /> <br />Attached is an amended agenda requested outlining the changes requested by City Council. <br /> <br />Garbage bag handout will be reduced from 4 bags per year to 3 bags per year and will be handed out once per <br />year rather than twice per year. <br /> <br />Improvements for the Lomax arena will be placed on hold and discussed later in the year. <br /> <br />There will be $14,000.00 earmarked in the budget for Spenwick Park. <br /> <br />It was further noted that Mainstreet Projects will be noted separately in the C.I.P. budget. <br /> <br />Councilmember Griffiths requested a history on previous year's history on hotel activity due to Chamber related <br />functions. He suggested there be a mechanism for tracking this activity. <br /> <br />The new budget will include the $30,000.00 for the 50th year celebration of the Sylvan Beach Festival. <br /> <br />The Public Hearing was closed at 8:00 p.m. <br /> <br />8.
