Permit required. <br /> <br />To ensure conformance with the provisions of the Chapter, <br />the requirements herein stated are expressly made part of <br />the procedure necessary to obtain a building permit under <br />Chapter 8 of this Code. <br /> <br />Section 10~-8. Compliance. <br /> <br />No structure or land shall hereafter be located, altered, <br />or have its use changed without full compliance with the <br />terms of this Chapter and other applicable regulations. <br /> <br />Section 10~-9. Abrogation and greater restrictions. <br /> <br />e <br /> <br />This Chapter is not intended to repeal, abrogate, or <br />impair any existing easements, covenants, or deed restric- <br />tions. However, where this Chapter and another conflict <br />or overlap, whichever the more stringent restrictions <br />shall prevail. <br /> <br />Section 10~-10. Interpretation. <br /> <br />In the interpretation and application of this chapter, <br />all provisions shall be: (a) considered as minimum <br />requirements; (b) liberally constructed in favor of the <br />governing body; and (c) deemed neither to limit nor repeal <br />any other powers granted under State statutes. <br /> <br />Section 10~-11. Warning and disclaimer of liability. <br /> <br />e <br /> <br />The degree of flood protection required by this Chapter is <br />considered reasonable for regulatory purposes and is based <br />on scientific and engineering considerations. On rare <br />occasions greater floods can and will occur and flood <br />heights may be increased by man-made or natural causes. <br />This chapter does not imply that land outside the areas <br />of special flood hazards or uses permitted within such <br />areas will be free from floodings or flood damages. <br />This chapter shall not create liability on the part of <br />the City of La Porte or any officer or employee thereof <br />for any flood damages that result from reliance on this <br />chapter or any administrative decision lawfully made <br />thereunder. <br /> <br />ARTICLE III Administration <br /> <br />Section 10~-12. Designation of Building I~spector as local <br />administrator. <br /> <br />The City Building Insp~ctor is hereby appointed to administer, <br />and implement the provisions of this chapter. <br /> <br />Section 10~-13. Duties and responsibilities of the Building <br />Inspector. <br /> <br />In administering and implementing the provisions of this <br />Chapter, the duties and responsibilities of the Building <br />Inspector shall include, but not be limited to: <br /> <br />e <br />
