<br />. <br /> <br />e <br /> <br />Ordinance No. 1104 <br /> <br />, p~ge 6. <br /> <br />- <br /> <br />(a) Maintain and hold open for public inspection all <br />records pertaining to the provisions of this chapter; <br /> <br />(b) Review, approve or deny all applications for develop- <br />ment permits required by Section 10~-7 of this chapter; <br /> <br />(c) Review proposed building permits to assure that all <br />necessary permits have been obtained from those Federal, <br />State or local governmental agencies from which prior <br />approval is required; <br /> <br />e <br /> <br />(d) Where interpretation is needed as to the exact <br />location of the boundaries of the areas of special flood <br />hazards (for example, where there appears to be a conflict <br />between a mapped boundary and actual field conditions) the <br />Building Inspector shall make the necessary interpretation. <br />The person contesting the location of the boundary shall <br />be given a reasonable opportunity to appeal the interpre- <br />tation as provided in Section 10~-15 of this Article; <br /> <br />(e) Notify adjacent communities and the Texas Water <br />Development' Board prior to any alteration or relocation <br />of a watercourse, and submit evidence of such notification <br />to the Federal Insurance Administration; <br /> <br />(f) Assure that maintenance is provided within the altered <br />or relocated portion of said watercourse so that the flood <br />carrying capacity is not diminished; <br /> <br />(g) When base flood elevation data has not been prov~ded <br />in accordance with Section 10~-6, the Building ~nspector <br />shall obtain, review, and reasonably utilize' any base flood <br />elevation data avai~ab1e from a Federal, State, or other <br />source, in order to administer the provision of Article IV. <br /> <br />'e <br /> <br />(h) Require until ~ regulatory f100dway is designated, <br />that no new construction, substantial improvements, or <br />other development (including fill) shall be permitted <br />within Zones Al-30 on the community's FIRM, unless it is <br />demonstrated that the cumulative effect of the proposed <br />development, when cprnbined with all other existing and <br />anticipated development, will not increase the water sur- <br />face elevation of the base flood more than one foot at <br />any point within the community. <br /> <br />Section 10~-14. Per~it procedure. <br /> <br />(a) As part of the required building permit provided <br />elsewhere in this Code of Ordinances, an applicant for a <br />building permit shall include in his application: <br /> <br />(1) plans in duplicate drawn to scale, showing the <br />location, dimensions and elevation of proposed land- <br />scape alterations, existing and proposed structures, <br />and the location of such in relation to areas of <br />special flood hazard; <br /> <br />(2) Elevation in relation to mean sea level, of the <br />lowest floor (including basement) of all proposed <br />structures; <br /> <br />e <br /> <br />(3) Elevation in relation to mean sea level to which <br />any'non-residentia1 structure shall be f100dproofed; <br /> <br />(4) A certificate from a registered professional <br />engineer or architect that the non-residential f100d- <br />proofed structure shall meet the floodproofing criteria <br />of Section 10~-17(b); <br />
