SITUATION <br /> <br />The City of La Porte has a peak population of 15,000, all of <br />whom cannot be accomadated in public shelter. Adequate shelter <br />for the entire population can only be obtained by a public and <br />industrial construction program augmented by home shelters. In <br />the future, where feasible, all major construction of buildings <br />should provide some space which, in case of need, could be <br />converted to shelter. <br /> <br />La Porte is situated in Harris County at the meeting of Spencer <br />Highway and State Highway 146. To the east Galveston Bay and <br />the Houston Ship Channel, Orange, Beaumont, Port Arthur, <br />Bay town abuts La Porte to the north', southwest are Bayport,. Nasa <br />and westward,Houston. <br />
