Major utilities failures <br /> <br />~ <br /> <br />h. <br /> <br />Water system failure or contamination <br /> <br />i. Epidemics. <br /> <br />j. Aircraft accidents <br /> <br />k. Civil disturbance. <br /> <br />1. Bomb threats <br /> <br />m. Peacetime radiation accidents <br /> <br />n. Toxic gas leakage <br /> <br />2.
