Zoning Ordinance Section 5- <br />600, Table A, designates religious institutions as a Conditional <br />Use in R-l zones. A Special Conditional Use Permit is <br />required in order to allow constmction of the new sanctuary <br />building. <br /> <br />The Zion Hill Baptist Church was established in its present <br />location in 1903. Due to deterioration of the original sanctuary <br />building, the church has decided to replace it with a new <br />stmcture. The new sanctuary is to be located on the same site, <br />but in a somewhat different position (see Exhibit A). There is <br />an existing "Fellowship Hall" located on the property. ll1is <br />slructure is to remain. Parking, under the terms of a special <br />exception granted by the Board of Adjustment, will be provided <br />off site at the De Walt Alternative School (see Exhibit B). <br /> <br />As noted, under the terms of Zoning Ordinance Section 5-600, <br />Table A, religious institutions are classified as conditional uses <br />in R-l, Low Density Residential zones. A conditional use <br />permit, as well as being necessary for constmction of new <br />churches, is also required for substantial expansion, renovation <br />or modification of existing facilities. <br /> <br />Zoning Ordinance Section 5-800 establishes "Special Use <br />Performance Standards" for Conditional Uses in Residential <br />Zones. As these standards are somewhat lengthy, they are <br />noted in an abbreviated form in this report. The full standards <br />can be found on pages 38-41 of the Zoning Ordinance. <br />
