The special called meeting was called to order by Mayor Cline <br />at 7:00 P.M. <br />Members of City Council Present: Mayor Virginia Cline, Council- <br />persons Ed Matuszak, Lindsay Pfeiffer, Deotis Gay, B. Don Skelton, <br />Linda Westergren <br />Members of City Council Absent: Councilperson Norman Malone <br />Members of City Staff Present: Director of Administrative <br />Services Bob Herrera, City Attorney Knox Askins, City Secretary <br />Cherie Black, Director of Public Works Jerry Hodge, Assistant <br />Director of Public Works Steve Gillett <br />Others Present: 8 citizens <br />• 2. Council considered adopting a resolution authorizing the Mayor <br />to sign an FAA Grant Offer for airport improvement. <br />The Mayor explained that the signed grant agreement had to be <br />filed by September 30 in order to qualify for a grant this year. <br />It is a 90-10 agreement in the amount of $666,666. The improve- <br />ments to be done at the airport are to construct and mark general <br />aviation apron and connector taxiways; install fencing; construct <br />access road; lower pipelines. <br />Director of Public Works Hodge explained that the Exxon pipelines <br />in .the airport area would have to be lowered approximately 48 <br />inches. <br />City Attorney Askins discussed paragraph 9 of the special con- <br />ditions regarding compliance of airport leases. The FAA has a <br />new standard master lease which must be signed by the airport <br />lessees. <br />Councilperson Gay questioned the Public Hearing clause. The <br />City Attorney replied this clause would not apply to the type <br />work that will be undertaken at this time. <br /> <br />The Civil Rights clause was also explained by the City Attorney;. <br />• there is nothing at the airport now in existence that would keep <br />
