0 • <br />MINUTES OF THE REGULAR MEETING OF THE <br />LA PORTE CITY COUNCIL <br />OCTOBER 23, 1989 <br />1. The meeting was called to order by Mayor Malone at 6:00 P.M. <br />Members of City Council Present: Mayor Norman Malone, <br />Councilpersons Betty Waters, Mike Cooper, Ed Matuszak, Bob <br />McLaughlin, Alton Porter, Deotis Gay, B. Don Skelton, Jerry <br />Clarke <br />Members of City Council Absent: None <br />Members of City Staff Present: City Manager Bob Herrera, City <br />Attorney Knox Askins, City Secretary Cherie Black, Assistant <br />City Manager John Joerns, Director of Public Works Steve <br />Gillett, Police Chief Charles Smith, Purchasing Manager Louis <br />Rigby, Finance Officer Linda Waugh, MIS Coordinator Larry Mabe <br />Others Present: Members of Main Street Association; David <br />Lay, Employee of the Quarter; 7 citizens <br />2. The invocation was given by City Attorney Askins. <br />3. Council considered approving the minutes of the public hearing <br />and regular meeting held October 9, 1989. <br />Motion was made by Councilperson Waters to approve the minutes <br />of October 9 as presented. Second by Councilperson Porter. <br />The motion carried, 9 ayes and 0 nays. <br />Ayes: Councilpersons Waters, Cooper, Matuszak, McLaughlin, <br />Porter, Gay, Skelton, Clarke and Mayor Malone <br />Nays: None <br />4. The Mayor proclaimed October 28, 1989, as "Main Street Fair <br />Day." This year's chairman, DiAnne Thomas, and several <br />members of the Main Street Association accepted the <br />proclamation. <br />5. Presentation of the Employee of the Quarter recipient, Police <br />Officer David Lay, was made by the Mayor. A plaque was <br />presented to Officer Lay by Police Chief Charles Smith. <br />6. Mr. Spero Pomonis addressed Council to give his appreciation <br />and thanks to City workers for their promptness in removing <br />storm debris from his neighborhood. He also urged Council to <br />carefully consider the speed limit change proposed for Myrtle <br />Creek, stating that to his knowledge, such a change would be <br />illegal. <br />
