Members of City Council Present: Mayor Norman Malone, Councilpersons Guy Sutherland, Mike Cooper, Bob Thrower, Bob McLaughlin, Alton Porter, Deotis Gay, Jack Maxwell, Jerry Clarke Members of City Council Absent: None Members of City Staff Present: City Manager Bob Herrera, City Attorney Knox Askins, City Secretary Cherie Black, Director of Administrative Services Louis Rigby, Planning Director Chuck Harrington, Police Chief Bobby Powell, Finance Director Jeff Litchfield, City Engineer Fred Thompson, Municipal Court Judge J. B. Williamson Others Present: Dick Hays and Jerry Dennis, La Porte ISD; Henry Blair, Stone Castle Industries; Patton Caldwell, Houston Shell & Concrete; six citizens The invocation was given by Councilperson Gay. Council considered approving the minutes of the regular meeting of Council held February 9, 1993. Motion was made by Councilperson Sutherland to approve the February 9 minutes as presented. Second by Councilperson Thrower. The motion carried, 9 ayes and 0 nays. Ayes: Councilpersons Sutherland, Cooper, Thrower, McLaughlin, Porter, Gay, Maxwell, Clarke and Mayor Malone Nays: None Mr. Lee Huebel, Southeast Texas Housing Finance Corporation addressed Council to briefly describe the programs carried out by SETH. He distributed a detailed booklet to Council. Mr. Richard Hays, La Porte ISD Superintendent of Schools, addressed Council to voice his support of the juvenile curfew ordinance. 5. Public Hearings A.
