CALL TO ORDER — Mayor Riabv called the meetino to order at 6:00 p.m. <br />2. INVOCATION — The invocation was given by Clark Askins, Assistant City Attorney and pledges were led by <br />Councilperson Brandon Lunsford. <br />3. PRESENTATIONS, PROCLAMATIONS, AND RECOGNITIONS <br />a. Recognition of City employees for years of service [Louis R. Rigby, Mayor] The item has been postponedto <br />the July 12 meeting. <br />4. CITIZEN COMMENT (Generally limited to five minutes perperson, in accordance with state law, the time may be reduced <br />if there is a high number of speakers or other considerations.) <br />Rod Powell requested a local park be named in memory of former Councilperson Tommy Moser, perhaps the property <br />next to Seabreeze Park, with similar amenities, funded by plant donations. Barbara Norwine expressed displeasure <br />about young people on local roadways on ATVs/four wheelers. She also said that she had observed inefficiencies in <br />City household trash pickup in the Lobit area and shared that mowing crews were passing over weeds when heavy <br />trash has been put out, asked that standing water at Main and Lobit be addressed, and announced that the San Jacinto <br />Monument would be holding a veterans observance in November. Philip Dunn asked for clarification of statements <br />about Councilpersons made at the last meeting and read from Proverbs and Ecclesiastes. <br />CONSENT AGENDA (Approval of Consent Agenda items authorizes each to be implemented in accordance with staff <br />recommendations provided. An item may be removed from the consent agenda and added to the Statutory Agenda for <br />full discussion upon request by a member of the Council present at this meeting.) <br />a. Approve the minutes of the June 14, 2021, City Council meeting. [Louis R. Rigby, Mayor] <br />b. Adopt Ordinance 20213836, amending the City's Fiscal Year 2020-21 Budget. [Shelley Wolny, Assistant <br />Finance Director] <br />c. Award bid 1021019, Asphalt Street Overlay Project, to Fords Construction Company, Inc. for approximate <br />quantities and authorize the City Manager to execute a contract establishing unit prices for asphalt street <br />reconstruction, not to exceed the available budgeted amount.
