The meeting was called to order at 12:07 P.M. <br />MEMBERS PRESENT: President Cary Burnley, Vice President Al <br />Fields, Secretary Rick Matthews, Member Jerry Bramlett. <br />OTHERS PRESENT: City Manager Bob Herrera, Assistant City <br />Manager John Joerns, Public Works Director Steve Gillett, <br />Water/Wastewater Buddy Jacobs, and Authority Attorney John <br />Armstrong. <br />2. The minutes of the March 12, 1987 meeting were approved with <br />minor corrections. <br />3. Bob Herrera reported on contract negotiations with the City of <br />Houston. He reported that all entity contracts have been <br />signed and returned to the City of La Porte. There was a brief <br />discussion of various problems with the contracts submitted by <br />the City of Houston. Steve Gillett reported that the revised <br />contract will be returned to the City of Houston by next <br />Wednesday, April 8, 1987• Cary Burnley reported that a meeting <br />is being held on Friday, .April 3, 1987 with the engineers, <br />finance advisors, and staff to review the application. <br />4. Cary Burnley reported on the liability coverage for the La <br />Porte Area Water Authority Board members. He also mentioned <br />the need to look at the financial reserves necessary to ensure <br />that funding is available for unforeseen needs. It was <br />suggested that a Board meeting be held on Tuesday, April 7, <br />1987 at 12:00 noon in order to review the application to the <br />Texas Water Development Board. <br />5. A motion was made by Al Fields to authorize the La Porte Area <br />Water Authority President and Secretary to execute the <br />contracts with the Cities of La Porte, Morgan"s Point, and <br />Shoreacres, along with the Bayshore Municipal Utility District, <br />predicated upon approval of the contracts by the City of La <br />Porte. Seconded by Jerry Bramlett. Motion passed unanimously. <br />
