<br />MINUTES OF AD HOC MEET AND CONFER LAW REVIEW COMMITTEE MEETING <br />October 12, 2006 <br /> <br />1. The meeting was called to order by Chairman Barry Beasley at 6:04 p.m. <br /> <br />Members Present: Councilmembers Moser, Beasley, Mosteit, Police Chief Richard Reff, <br />City Attorney Clark Askins and Patrol Officer/President of La Porte Police Officer's <br />Association Matt Novosad. <br /> <br />Members Absent: Councilman Engelken and Alternate Councilman Clausen. <br /> <br />Others Present: Assistant City Secretary Sharon Harris, Patrol Sergeant Matt Daeumer, <br />Patrol Officer Nathan Gates, L.P.l.S.D. Officer Brian Larkey and John Handy ofthe Houston <br />Chronicle. <br /> <br />2. Motion was made by Council member Mosteit to approve the minutes of the Ad Hoc Meet and <br />Confer Law Review Committee Meeting held on September 18, 2006. <br />Second by Council member Moser. <br /> <br />3. Chairperson Barry Beasley advised the committee the petition had been signed by La Porte <br />Police Officer's Association but the thirty days would begin when the original petition is <br />formally presented to the full governing body at the October 23,2006 City Council Meeting. <br />Matt Novosad informed the committee the La Porte Police Officer's Association also was in <br />full agreement. <br /> <br />Matt Novosad President of La Porte Police Officer's Association read the cover page of the <br />petition to the committee and informed there was 100% signature participation of the La Porte <br />Police Officers Association. <br /> <br />The petition took a week to obtain signatures due to the different schedules of the Police <br />Officers. <br /> <br />There were a total of sixty seven eligible signatures. Chief of Police Richard Reff and <br />Assistant Chief of Police Aaron Corrales were not eligible due to Constitutional By-Laws and <br />the Meet and Confer Law, another not eligible was a Police Officer employed by the City of La <br />Porte at the academy as a cadet and not a commissioned Peace Officer and a non member <br />of the La Porte Police Officer's Association. <br /> <br />4. The committee discussed the three options for action of the petition. <br /> <br />1. The full governing body may recognize the La Porte Police Officer's Association petition <br />and grant recognition of the Association as the police officers bargaining unit and not <br />have to conduct an election by voters. <br />
