• <br />• <br />PLANNING AND ZONING COMMISSION <br />MINUTES OF NOVEMBER 20, 1997 <br />Members Present: Chairperson Betty Waters, Commission Members, Dottie <br />Kaminski, Melton Wolters, Sandie Staniszewski, Jim Zoller, <br />Hal Lawler <br />Members Absent: Michael Jetty <br />City Staff Present: Director of Planning Guy Rankin, Assistant City Attorney <br />John Armstrong, Planning Secretary Peggy Lee <br />I. CALL TO ORDER. <br />The meeting was called to order by Chairperson Waters at 6:05 PM. <br />II. APPROVE MINUTES OF THE OCTOBER 16, 1997 REGULAR <br />MEETING AND PUBLIC HEARING. <br />A motion was made by Melton Wolters to approve the minutes. The <br />motion was seconded by Sandie Staniszewski. All were in favor and the <br />motion passed. <br />III. CONSIDER APPROVAL OF THE PECAN CROSSING, SECTION II, <br />FINAL PLAT. <br />Mr. Rankin presented staff's report. The Commission approved the <br />General Plan for the subdivision on February 17, 1994 and the Preliminary <br />Plat on November 21, 1996. <br />Mr. Rankin noted that $9,100.00 in parkland fees have not been paid and <br />also asked the Commission to consider requiring the developer to include <br />sidewalks as shown on the building plans. <br />Staff recommended approval of the Final Plat, but to withhold filing the <br />Final Plat until all items are resolved. <br />A motion was made by Jim Zoller to approve the Final Plat of Pecan <br />Crossing, Section II, with the condition that the Plat be withheld from <br />recordation until $9,100.00 in parkland fees have been paid and a <br />statement is shown on the plat requiring sidewalks to be in place in <br />Section II. The motion was seconded by Melton Wolters. All were in favor <br />and the motion passed. <br />IV. CONSIDER APPROVAL OF THE SUMMER WINDS, SECTION I, FINAL <br />PLAT. <br />Mr. Rankin presented staff's report. The developer, Earl Wilburn, has paid <br />parkland fees for Section I in the amount of $11,375.00. A balance of <br />
