CALL TO ORDER PUBLIC HEARING AND REGULAR MEETING. The meeting was called to order by Chairperson Waters at 6:05 PM. II. APPROVE MINUTES OF .THE NOVEMBER 20, 1997 REGULAR MEETING. A motion was made by Melton Wolters to approve the minutes. The motion was seconded by Sandie Staniszewski. All were in favor and the motion passed. III. OPEN PUBLIC HEARING Chairperson Waters opened the Public Hearing at 6:05 PM. Mr. Rankin stated that the general purpose of the ordinance is to regulate the placement, construction, and modification of towers, antennas, support structures, and telecommunications facilities. Specifically, to regulate the location of towers and telecommunication facilities within the City, to protect residential areas and land uses from potential adverse impact of towers and telecommunication facilities, to minimize adverse visual impact of towers and telecommunication facilities through careful design, siting, landscaping, and innovative camouflage techniques, to promote and encourage shared use/collocation of towers and antenna support structures, to promote and encourage shared utilization of technological designs that will either eliminate or reduce the need for erection of new tower structures, to avoid potential damage to property caused by towers and telecommunication facilities, and to ensure that towers and telecommunication facilities are compatible with the surrounding land uses. This Ordinance provides for the towers to be allowed in the Heavy Industrial zoning district, as well as conditional is Light Industrial and Business Industrial zoning districts. Staff recommended approval of the proposed ordinance.
