CALL TO ORDER PUBLIC HEARING AND REGULAR MEETING. <br />The meeting was called to order by Chairperson Waters at 6:05 PM. <br />II. APPROVE MINUTES OF .THE NOVEMBER 20, 1997 REGULAR <br />MEETING. <br />A motion was made by Melton Wolters to approve the minutes. The <br />motion was seconded by Sandie Staniszewski. All were in favor and the <br />motion passed. <br />III. OPEN PUBLIC HEARING <br />Chairperson Waters opened the Public Hearing at 6:05 PM. <br />Mr. Rankin stated that the general purpose of the ordinance is to regulate <br />the placement, construction, and modification of towers, antennas, support <br />structures, and telecommunications facilities. Specifically, to regulate the <br />location of towers and telecommunication facilities within the City, to <br />protect residential areas and land uses from potential adverse impact of <br />towers and telecommunication facilities, to minimize adverse visual impact <br />of towers and telecommunication facilities through careful design, siting, <br />landscaping, and innovative camouflage techniques, to promote and <br />encourage shared use/collocation of towers and antenna support <br />structures, to promote and encourage shared utilization of technological <br />designs that will either eliminate or reduce the need for erection of new <br />tower structures, to avoid potential damage to property caused by towers <br />and telecommunication facilities, and to ensure that towers and <br />telecommunication facilities are compatible with the surrounding land <br />uses. <br />This Ordinance provides for the towers to be allowed in the Heavy <br />Industrial zoning district, as well as conditional is Light Industrial and <br />Business Industrial zoning districts. <br />Staff recommended approval of the proposed ordinance. <br />
