Planning and Zoning Commission <br />Minutes of July 17, 2014 <br />Commissioners Present:, Richard Warren, Helen LaCour, Mark Follis, Lou Ann Martin, Wyatt <br />Smith, and Hal Lawler <br />Commissioners Absent: Phillip Hoot, Doretta Finch and Les Bird <br />City Staff Present: City Manager Corby Alexander, Assistant City Manager Traci Leach, <br />Planning Director Tim Tietjens, City Planner Eric Ensey, City Attorney <br />Knox Askins, and Planning Coordinator Peggy Lee <br />I.. Call to order. <br />Meeting called to order by Chairman Hal Lawler at 6:12 p.m. <br />2. Roll Call of Members. <br />Commissioners Warren, LaCour, Martin, Smith, and Lawler were present for roll call. <br />Commissioner Follis arrived at 6:20 p.m. <br />3. Consider approval of meeting minutes: June 19, 2014. <br />Motion by Commissioner Warren to approve the June 19, 2014, meeting minutes. <br />Second by Commissioner LaCour. Motion carried. <br />Ayes: Commissioners Warren, LaCour, Martin, Smith, and Lawler <br />Nays: <br />4. Consider approval of a Preliminary Plat for the Bayside Crossing subdivision; a single family <br />residential development consisting of 73 lots on 17.2135 acres located north and west of the <br />intersection of Spencer Highway and Sens Road (Applicant: Beazer Homes). <br />City Planner Eric Ensey presented the staff report on the Preliminary Plat for Bayside Crossing, a <br />17.2135-acre, 73 lot subdivision located north and west of Sens Road and Spencer Highway. <br />Commissioner Warren was concerned about the traffic impact analysis that was conducted by <br />Cobb, Fendley, & Associates for the development; in particular, the 6:00 to 9:00 a.m. peak hours <br />that were used. Commissioner Warren has routinely traveled the area in question and has <br />witnessed heavy vehicular traffic, including school buses, prior to 6:00 a.m. <br />Albert Syzdek, with Cobb, Fendley, & Associates, explained the industry standard is 6:00 to 9:00 <br />a.m. <br />Paul Groman, with Gromax Development, explained how the traffic impacts from such a small <br />development would be minimal to none, especially given the upcoming roadway improvements <br />slated for Sens Rd. <br />
