<br />. <br /> <br />. <br /> <br />RESOLUTION NO. <br /> <br />87-2 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA PORTE COMMIT- <br />TING TO THE AUTHORITY THE DEMAND ALLOCATION FACTOR AND PUMPING <br />ALLOCATION FACTOR NEEDS OF THE CITY OF LA PORTE AS DEFINED IN THE <br />OFFER SUBMITTED TO THE CITY OF HOUSTON; FINDING COMPLIANCE WITH <br />THE OPEN MEETINGS LAW; AND PROVIDING AN AFFECTIVE DATE HEREOF 1 <br /> <br />WHEREAS, the Harris-Galveston County Coastal Subsidence Dis- <br /> <br />trict has mandated that the City of La Porte drastically reduce <br /> <br />its consumption of ground water and convert to the consumption <br /> <br />of treated surface water, in recognition of the urgent public <br /> <br />necessity to alleviate further subsidence of the land area of <br /> <br />the City of La Porte, and the consequent danger of loss of life <br /> <br />and property from flooding; and <br /> <br />WHEREAS, the La Porte Area Water Authority was created by <br /> <br />the Texas Legislature to provide a vehicle for the planning, <br /> <br />financing, construction, and operation of facilities to provide <br /> <br />potable surface water to a geographic area specifically including <br /> <br />the coroporate limits and the jurisdiction of the City of La <br /> <br />Porte, Harris County, Texas; and <br /> <br />WHEREAS, the La Porte Area Water Authority has, since its <br /> <br />creation in 1982, in conjunction with the City of La Porte, spent <br /> <br />time and funds in exploring the feasibility of obtaining potable <br /> <br />surface water for a geographic area specifically including the <br /> <br />corporate limits and the jurisdiction of the City of La Porte: and <br /> <br />WHEREAS, the La Porte Area Water Authority has concluded as <br /> <br />a result of its studies that the most expeditious, efficient, and <br /> <br />viable alternative to obtain provision of potable surface water <br /> <br />to a geographic area specifically including the corporate limits <br />and the jurisdiction of the City of La Porte is to enter into, <br /> <br />participate with, and share in the cost of construction of the City <br /> <br />of Houston's Southeast Water Purification Plant; and <br />
