Meeting called to order by Mayor Meza at 7:00 P.M. <br /> <br />Members of the City Council Present: Mayor J. J. Meza, <br />Councilman John Tomerlin, Councilman I. J. Kibodeaux, <br />Councilwoman Virginia Cline, Councilman Tom Simons. <br /> <br />Members of the City Council Absent: Councilman Norman L. <br />Malone. <br /> <br />Members of Planning and Zoning Commission Present: Pat Muston, <br />Walter Springall, Lindsay Pfeiffer, Dallie Wright. <br /> <br />e <br /> <br />Members of Planning and Zoning Commission Absent: J. B. Womack, <br />Sidney Grant, R. J. Blackwell <br /> <br />Other City Officials Present: City Manager James R. Hudgens, <br />City Attorney Knox Askins, City Secretary Betty T. Waters, <br />Chief of Police Herbert F. Freeman, Director of Public Works <br />Jerry Hodge, Fire Marshal Paul Hickenbottom, John Joerns of <br />Engineering, David paulissen of Code Enforcement and Stanley <br />Sherwood of Parks and Recreation. <br /> <br />There were 69 other persons present in the Council Chambers. <br /> <br />2. <br /> <br />The invocation was given by Councilman Simons. <br /> <br />3. <br /> <br />Mayor Meza stated this is a Joint Public Hearing held by <br />Planning and Zoning and the City Council to consider a request <br />by the Happy Harbor Methodist Home for the Aged to rezone <br />Bayview Block between Bellair and Parkway Streets from resi- <br />dential to commercial for the purpose of constructing addi- <br />tional housing for the elderly. He asked if the representative <br />from Happy Harbor would come forward to address the issue before <br />the public. <br /> <br />. <br /> <br />Mr. John Neel introduced himself as the person retained by <br />Happy Harbor to obtain a housing project for the elderly grant. <br />The project would be constructed on their property which you <br />have just described. We are at the point now of having obtained <br />from the local HUD office a loan to build that building. It is <br />
