The meeting was called to order by Mayor Malone at 6:05 <br />P.M. <br />Members of City Council Present: Mayor Norman Malone, <br />Councilpersons Betty Waters, John Lloyd, Ed Matuszak, Mike <br />Shipp, Jerry Clarke <br />Members of City Council Absent: Councilpersons Alton <br />Porter, Deotis Gay, B. Don Skelton <br />Members of City Staff Present: City Manager Bob Herrera, <br />City Attorney Knox Ask ins, City Secretary Cherie Black, <br />Assistant City Manager John Joerns, Administrative <br />Assistant to the City Manager Janie Luna, Director of <br />Public Works Steve Gillett, Police Chief Charles Smith, <br />Director of Community Development Joel Albrecht, Assistant <br />Director of Public Works Buddy Jacobs, Finance Officer Jeff <br />Litchfield <br />Others Present: Mike Martinez, Lou Lawler, Marie Coffman, <br />Shelby Woodard, Lewis McLain, David McLain, Melissa Doyle <br />(Bayshore Sun), 8 citizens <br />2. The Mayor proclaimed the month of February as Heart Month. <br />Mike Martinez, Lou Lawler, Marie Coffman, Shelby Woodard <br />and Melissa Doyle accepted the proclamation. <br />Mrs. Everlena Thornton wished to address Council to oppose <br />demolition of a building on her property. Mrs. Thornton <br />was advised that since no member of the Code Enforcement <br />Division was present at the meeting, her request would be <br />forwarded to the Code Enforcement Division, who will meet <br />with her to discuss the matter. <br />3. Council considered an ordinance setting a speed limit on <br />Fairmont Parkway, which had been tabled at the meeting of <br />January 25, 1988. <br />Police Chief Charles Smith reviewed the ordinance and the <br />reasons for the speed limit change. <br />
