Don Skelton, Jerry Clarke Members of City Council Absent: None Members of City Staff Present: City Manager Bob Herrera, City Attorney Knox Askins, Assistant to the City Secretary Sue Lenes, Assistant City Manager John Joerns, Director of Finance Jeff Litchfield, Human Resources/Purchasing Manager Louis Rigby, Police Lt. Aaron Corrales, Assistant Public Works Director Buddy Jacobs, Director of Parks and Recreation Stan Sherwood, Finance Officer Linda Stubbs, Accounting Supervisor Kathy Hutton, Sylvan Beach Pavilion Marketing Coordinator Laura Hudgins, Recreation Therapist Lori Ray, Assistant Recreation Therapist Gail Davis. Others Present: Charles Dippel, several citizens 2. The invocation was given by City Attorney Knox Askins. 3. Council considered approving the minutes of the Regular Meeting and Public Hearing held on September 9, 1991. Motion was made by Councilperson Skelton to auprove the September 9th minutes as presented. Second by Councilperson Clarke. The motion carried, 9 ayes and 0 nays. Ayes: Councilpersons Sutherland, Cooper, Thrower, McLaughlin, Porter, Gay, Skelton, Clarke and Mayor Malone Nays: None 4. Special presentation to the Finance Department by City Manager Bob Herrera. City Manager Bob Herrera asked Finance Director Jeff Litchfield, Finance Officer Linda Stubbs and Accounting Supervisor Kathy Hutton to come forward to receive the "Certificate of Performance" Award. This certificate is the highest achievement a municipality can receive for the financial reporting system of the Government Finance Officers Association of the United States and Canada. Mr. Litchfield
