Call to Order <br />The meeting was called to order by Mayor Norman Malone at 6:30 p.m. <br />Members of City Council Present: Councilpersons Guy Sutherland, Chuck Engelken, <br />Howard Ebow, Alton Porter, Peter Griffiths, James Warren, Charlie Young, Jerry Clarke, <br />and Norman Malone <br />Members of Council Absent: None <br />Members of City Executive Staff and City Employees Present: Assistant City Attorney <br />John Armstrong, City Manager Robert Herrera, Assistant City Manager John Joerns, City <br />Secretary Martha Gillett, Assistant City Secretary Sharon Harris, Director of <br />Administrative Services Carol Buttler, Director of Planning Doug Kneupper, Public <br />Works Director Steve Gillett, Purchasing Manager Susan Kelley, Emergency Services <br />Director Joe Sease, Police Chief Richard Reff, Director of Parks and Recreation Stephen <br />Barr, Human Resources Manager Lorie Doughty, and Administrative Assistant to the City <br />Manager Crystal Scott. <br />Others Present: Bill Scott, Sib Carpenter, Jan Jones, Gideon Jones, Larry Meek, Farley <br />Fontenot, Barrett Fontenot, Roberta Steele, Joanne Kolius, Pablo Sanchez, Tiffanie <br />Townsend, Derrick Pittman, Dave Tumquist, Sue Gale Mock Kooken, Rachel Buchanan, <br />Dena Sanchez, Natalie Mulhern, Megan Mulhern, Chris Flynn, Kit Fontenot, Pat Mulhern, <br />Itzel Mulhern, Terry Flynn, Bryce Barnes, Tim Stamper, Barbara Norwine, Ashley Millar, <br />Eddie Martinez, Bruce Meismer, Bob Blackwell, D. Paul Larson, and a number of other <br />citizens. <br />2. Reverend Bryce Barnes with La Porte Young Life delivered the invocation. <br />3. Mayor Norman Malone led in the Pledge of Allegiance. <br />4. Council considered approving the Minutes of the Regular Meeting and the Workshop <br />Meeting on April 8, 2002. <br />Motion was made by Councilperson Clarke to approve the Minutes of the Regular <br />Meeting and Public Hearing Meeting on April 8, 2002 as presented. Second by <br />Councilperson Warren. The motion carried. <br />Ayes: Sutherland, Engelken, Griffiths, Warren, Young, Clarke, Ebow, Porter and Malone <br />Nays: None <br />Abstain: None <br />5. PRESENTATIONS/PROCLAMATIONS <br />Mayor Norman Malone presented Gideon and Jan Jones, and Larry Meek with a <br />proclamation in honor of "Motorcycle Safety Month". <br />
