The meeting was called to order by Mayor Malone at 6:00 P.M. <br />Members of City Council Present: Mayor Norman Malone, <br />Councilpersons Guy Sutherland, Mike Cooper, Bob Thrower, Bob <br />McLaughlin, Alton Porter (arrived at 6:34), Deotis Gay <br />(arrived at 6:34), B. Don Skelton, Jerry Clarke <br />Members of City Council Absent: None <br />Members of City Staff Present: City Manager Bob Herrera, City <br />Attorney Knox Askins, City Secretary Cherie Black, Assistant <br />City Manager John Joerns, Director of Public Works Steve <br />Gillett, Human Resources/Purchasing Manager Louis Rigby, <br />Planning Director Chuck Harrington, Director of Parks and <br />Recreation Stan Sherwood, Police Chief Bobby Powell, Lt. Carl <br />Crisp, Police Administrative Assistant Elaine Bonner, <br />Recreation Superintendent Tim O'Connor, Marketing Manager <br />Laura Hudgins, Aquatics Coordinator Kelly Pennewitt <br />Others Present: J. R. Ensminger, Jack Jackson, Tom Turner, <br />Bill Manning, Bill Kelly, 15 citizens <br />2. The invocation was given by Councilperson Skelton. <br />3. Council considered approving the minutes of the meeting held <br />March 23, 1992. <br />Motion was made by Councilperson Thrower to approve the March <br />23 minutes as presented. Second by Councilperson Cooper. The <br />motion carried, 7 ayes and 0 nays (Councilpersons Porter and <br />Gay had not yet arrived). <br />Ayes: Councilpersons Sutherland, Cooper, Thrower, <br />McLaughlin, Skelton, Clarke and Mayor Malone <br />Nays: None <br />4. The Mayor and Police Chief Powell presented Retiree Bill Kelly <br />with a gold watch and a gold "Retired" police badge to <br />commemorate his years of service to the city. <br />5. Centennial Certificates of Appreciation were presented to Tom <br />Turner, Jack Jackson and J. R. Ensminger. <br />6. Mayor Malone read a letter from Ray Foulds, commending the <br />Public Works Department and their service to the Glen Meadows <br />subdivision. He also read a letter from Ms. Joy Edwards, <br />expressing appreciation and commending David Hyde for his <br />support in locating a lost diamond from her wedding ring. <br />
