The meeting was called to order by Mayor Malone at 6:00 P.M. <br /> <br />Members of city Council Present: Mayor Norman Malone, <br />Councilpersons Guy Sutherland, Mike Cooper, Bob Thrower, Bob <br />McLaughlin, Alton Porter (arrived 6:05), B. Don Skelton, Jerry <br />Clarke (arrived 6:03) <br /> <br />Members of city Council Absent: Councilperson Deotis Gay <br /> <br />Members of city Staff Present: City Manager Bob Herrera, City <br />Attorney Knox Askins, City Secretary Cherie Black, Assistant <br />city Manager John Joerns, Finance Director Jeff Litchfield, <br />Planning Director Chuck Harrington, Director of Parks and <br />Recreation Stan Sherwood, Police Chief Bobby Powell, Human <br />Resources/Purchasing Manager Louis Rigby, Chief Building <br />Inspector Ervin Griffith, Fire Marshal Paul Hickenbottom, <br />Recreation Supervisor David Hyde <br /> <br />Others Present: Dexter Joyner, delinquent tax attorney; John <br />McGinnis, Southwestern Bell; Ophelia Hernandez, San Jacinto <br />College; John Black, Bayshore Sun; three citizens <br /> <br />2. The invocation was given by City Attorney Knox Askins. <br /> <br />3. Council considered approving the minutes of the regular <br />meeting held April 13, 1992. <br /> <br />Motion was made bv Councilnerson Cooner to annrove the April <br />13 minutes as presented. Second by Councilperson Thrower. <br />The motion carried, 6 ayes and 0 nays (Councilpersons Porter <br />and Clarke had not yet arrived; Councilperson Gay was absent). <br /> <br />Ayes: <br /> <br />Councilpersons Sutherland, Cooper, <br />McLaughlin, Skelton and Mayor Malone <br />None <br /> <br />Thrower, <br /> <br />Nays: <br /> <br />4. A proclamation for Mathematics Awareness Week was delayed <br />until the recipients arrived, and was presented after item 6 <br />to representatives from San Jacinto College. <br /> <br />5. There were no citizens wishing to address Council. <br /> <br />6. Council considered an ordinance on first reading, for proposed <br />franchise agreement between the City of La Porte and <br />Southwestern Bell Telephone Company. <br /> <br />The City Attorney read: ORDINANCE 1834 - AN ORDINANCE WHEREBY <br />THE CITY OF LA PORTE, TEXAS, AND SOUTHWESTERN BELL TELEPHONE <br />COMPANY AGREE THAT, FOR THE PURPOSE OF OPERATING ITS <br />
