The special called meeting was called to order by Mayor Malone <br />at 6:05 P.M. <br />Members of City Council Present: Mayor Norman Malone, <br />Councilpersons Delbert Walker, John Lloyd, Ed Matuszak, Betty <br />Waters, Lindsay Pfeiffer (arrived at 6:24), Deotis Gay, B. Don <br />Skelton, Linda Westergren <br />Members of City Council Absent: None <br />Members of City Staff Present: City Manager Jack Owen, <br />Assistant City Attorney John Armstrong, City Secretary Cherie <br />Black, Assistant City Manager Richard Hare, Fire Chief Joe <br />Sease, Assistant Fire Chief John Dunham, Director of Parks and <br />• Recreation Stan Sherwood, Director of Public Works Jerry <br />Hodge, Police Lt. James LaFitte <br />Others Present: David Fetzer, Moroney, Beissner; Bill Metzger <br />and Neil Bishop, Turner Collie & Braden; Jerry Bramlett, Al <br />Fields, Cary Burnley, La Porte Area Water Authority; Pam <br />Smith, Bayshore Sun;-3 citizens <br />2. The election returns of the June 15 bond election were <br />canvassed and found to be in order. <br />The Assistant City Attorney read: ORDINANCE 1446 - ORDINANCE <br />CONVASSING RETURNS AND DECLARING RESULTS OF BOND ELECTION AND <br />DECLARING THAT SAID ORDINANCE SHALL BE EFFECTIVE IMMEDIATELY - <br />UPON ITS ADOPTION. <br />Motion was made by Councilperson Skelton to adopt_ ordinance <br />1446 as read by the Assistant City Attorney. Second, by <br />Councilperson Matuszak. The motion carried, 8-ayes and 0 nays <br />(Councilperson Pfeiffer had not yet arrived at the Council <br />table). <br />Ayes: Councilpersons Walker, Lloyd, Matuszak, Waters, Gay, <br />Skelton, Westergren and Mayor Malone <br />Nays: None <br />is <br />
