The meeting was called to order by Mayor Malone at 6:00 P.M. <br />Members of City Council Present: Mayor Norman Malone, <br />Councilpersons Guy Sutherland, Mike Cooper, Ed Matuszak <br />(arrived at 6:02 P.M.), Bob McLaughlin, Alton Porter, B. Don <br />Skelton, Jerry Clarke <br />Members of City Council Absent: Councilperson Deotis Gay <br />Members of City Staff Present: City Manager Bob Herrera, City <br />Attorney Knox Askins, City Secretary Cherie Black, Assistant <br />City Manager John Joerns, Police Chief Bobby Powell, Finance <br />Director Jeff Litchfield, Director of Community Development <br />Joel Albrecht, Police Administrative Assistant Elaine Bonner, <br />Director of Public Works Steve Gillett, Human <br />Resources/Purchasing Manager Louis Rigby, Golf Course <br />Manager/Pro Alex Osmond, Golf Course Superintendent Dennis <br />Hvalaty <br />Others Present: Dale Conger, Espey Huston; Gail Corrigan, <br />Corrigan Consulting, Inc.; Jim Presnell, Houston Chronicle <br />This Week section; John Black, Bayshore Sun <br />2. The invocation was given by Councilperson Cooper. <br />3. Council considered approving minutes of the regular meeting <br />of Council held February 25, 1991. <br />Motion was made by Councilperson Skelton to approve the <br />February 25 minutes as presented. Second by Councilperson <br />Clarke. The motion carried, 7 ayes and 0 nays (Councilperson <br />Matuszak was not yet at the table). <br />' Ayes: Councilpersons Sutherland, Cooper, McLaughlin, <br />Porter, Skelton, Clarke and Mayor Malone <br />Nays: None <br />4. There were no citizens wishing to address Council. <br />5. Council considered an ordinance amending Chapter 26, Article <br />II, "Water, Sewers and Sewage Disposal," of the Code of <br />Ordinances of the City of La Porte. <br />Explanation of the method of computation was made by Finance <br />Director Jeff Litchfield, and questions from members of <br />Council were answered. Councilperson Skelton asked that <br />sample computations be done using some accounts that are on <br />fixed or low income. <br />
