The meeting was called to order at 6:00 P.M. by Mayor Malone. <br /> <br />Members of ci tv Council Present: Mayor Norman Malone, <br />Councilpersons Betty Waters, Mike Cooper, Ed Matuszak, Bob <br />McLaughlin, Alton Porter, Deotis Gay (arrived at 6:07), B. Don <br />Skelton, Jerry Clarke <br /> <br />Members of citv Council Absent: None <br /> <br />Members of ci tv Staff Present: Ci ty Manager Bob Herrera, City <br />Attorney Knox Askins, City Secretary Cherie Black, Assistant <br />City Manager John Joerns, Assistant to the City Manager Janie <br />Bais, Director of Parks and Recreation Stan Sherwood, Police <br />Chief Charles smith, Director of Community Development Joel <br />Albrecht, Purchasing Manager/Human Resources Manager Louis <br />Rigby, Finance Director Jeff Litchfield, Chief Building <br />Inspector Ervin Griffith <br /> <br />Others Present: Approximately 50 citizens <br /> <br />2. The invocation was given by councilperson Waters. <br /> <br />3. Council considered approving the minutes of the regular <br />meeting of Council held March 26, 1990. <br /> <br />It was noted by the Mayor that a typographical error on item <br />7, page 3 of the minutes, had been corrected and copies of <br />that page put at the Council places. <br /> <br />Motion was made by Councilperson Skelton to approve the <br />minutes of March 26 as noted. Second by Councilperson <br />McLaughlin. The motion carried, 8 ayes and 0 nays <br />(Councilperson Gay had not yet arrived). <br /> <br />Nays: <br /> <br />Councilpersons Waters, Cooper, Matuszak, McLaughlj,.n, <br />Porter, Skelton, Clarke and Mayor Malone <br />None <br /> <br />Ayes: <br /> <br />4. The Mayor proclaimed National Secretaries Week and Lions White <br />Cane Days. <br /> <br />5. The Mayor, joined by Council members, presented City Attorney <br />Knox Askins with a plaque to honor his 25 years of service to <br />the City as City Attorney. Mr. Askins responded with a brief <br />review of his 25 years as City Attorney, and thanked Council <br />for honoring him. <br />
