0 i <br />1. <br />2. <br />0 <br />MINUTES OF THE PUBLIC HEARING AND REGULAR MEETING <br />LA PORTE CITY COUNCIL <br />JULY 23, 1990 <br />The meeting was called to order by Mayor Malone at 6:00 P.M. <br />Members of City Council Present: Mayor Norman Malone, <br />Councilpersons Mike Cooper, Ed Matuszak, Bob McLaughlin, Alton <br />Porter, Deotis Gay, B. Don Skelton, Jerry Clarke <br />Members of City Council Absent: Councilperson Guy Sutherland <br />Members of City Staff Present: City Manager Bob Herrera, City <br />Attorney Knox Askins, City Secretary Cherie Black, Assistant <br />City Manager John Joerns, Assistant to the City Manager Janie <br />Bais, Director of Public Works Steve Gillett, Director of <br />Community Development Joel Albrecht, Chief Building Inspector <br />Ervin Griffith, Director of Parks and Recreation Stan <br />Sherwood, Finance Director Jeff Litchfield <br />Others Present: Rev. Tom Rawls and other representatives from <br />Grace Baptist Church; 4 citizens <br />The invocation was given by City Attorney Knox Askins. <br />Council considered approving the minutes of the regular <br />meeting of Council held July 9, 1990. <br />Motion was made by Councilperson Cooper to approve the July <br />9 minutes as presented. Second by Councilperson Clarke. The <br />motion carried, 8 ayes and 0 nays. <br />Ayes: Councilpersons Cooper, Matuszak, McLaughlin, Porter, <br />Gay, Skelton, Clarke and Mayor Malone <br />Nays: None <br />4. The Mayor called the Public Hearing to order. This hearing <br />was to hear the request of Rev. Thomas Rawls for a Special <br />Conditional Use permit to allow construction of a church in <br />a low density residential zone. <br />Director of Community Development Joel Albrecht reviewed the <br />request for Council, and stated that the Planning and Zoning <br />Commission recommended approval of the permit. <br />The Mayor asked for public input. The Mayor read a letter <br />from Councilperson Sutherland which stated that he was in <br />favor of granting the permit. Rev. Rawls addressed Council <br />to ask that the permit be granted. Mayor Malone stated that <br />several persons had signed up to speak, and if they had <br />anything different to say he encouraged them to do so; <br />
