MINUTES OF THE CALLED REGULAR MEETING OF LA PORTE CITY COUNCIL <br />AUGUST 6, 1990 <br />1. The meeting was called to order by Mayor Malone at 6:00 P.M. <br />2. <br />3. <br />4. <br />5. <br />Members of City Council Present: Mayor Norman Malone, <br />Councilpersons Guy Sutherland, Mike Cooper, Bob McLaughlin, <br />Alton Porter, Deotis Gay, B. Don Skelton, Jerry Clarke <br />Members of City Council Absent: Councilperson Ed Matuszak <br />Members of City Staff Present: City Manager Bob Herrera, City <br />Attorney Knox Askins, City Secretary Cherie Black, Assistant <br />City Manager John Joerns, Assistant to the City Manager Janie <br />Bais, Police Chief Charles Smith, Director of Public Works <br />Steve Gillett, City Engineer Bill Manning, Purchasing <br />Manager/Human Resources Manager Louis Rigby, Parks <br />Superintendent Bert Clark <br />Others Present: Three citizens <br />The invocation was given by Councilperson Clarke. <br />Council considered approving the minutes of the public hearing <br />and regular meeting of Council held July 23, 1990. <br />Motion was made by Councilperson Skelton to approve the July <br />23 minutes as presented. Second by Councilperson Clarke. The <br />motion carried, 7 ayes, 0 nays, 1 abstain. <br />Ayes: Councilpersons Cooper, McLaughlin, Porter, Gay, <br />Skelton, Clarke and Mayor Malone <br />Nays: None <br />Abstain: Councilperson Sutherland <br />At this time Mayor Malone called for Council to go into <br />Executive Session. Council adjourned into executive session <br />at 6:02 P.M. to discuss the following: (A) Meet with <br />Attorney(s) regarding Houston Chemical Services, Inc./Southern <br />Ionics, Inc.; (B) Meet with City Attorney and Port <br />Commissioner Bob Gillette regarding oil spill in Galveston <br />Bay; (C) Discuss vacancies on City Boards and Commissions. <br />Council returned to the Council table at 7:34 P.M., after <br />having discussed items (A) and (B). No action was taken on <br />these items. <br />There were no citizens wishing to address Council. <br />Council considered an ordinance authorizing the City Manager <br />to execute a contract for professional engineering services <br />for East "E" Street improvements. <br />
