<br />__ e <br /> <br />RESOLUTION NO. 7 'Z ~o I <br /> <br />'.' <br /> <br />A RESOLUTION EXPRESSING CONCERN OVER THE PRESERVATION OF THE <br />ARMAND BAYOU AREA; SUPPORTING THE CITY OF PASADENA IN ITS <br />EFFORTS; URGING OTHER GOVERNMENTAL BODIES TO JOIN IN EXPRES- <br />SIONS OF CONCERN; AND EXPRESSING CONCERN OVER THE DRAINAGE <br />TRIBUTARIES OF THE ARMAND BAYOU SYSTEM. <br /> <br />WHEREAS Title VII of the Housing Act of 1961, as amended <br /> <br />provides for making of grants by the Secretary of Housing and <br />I <br /> <br />Urban Develo~nent to States and local public bodies to assist <br /> <br />them in the acquisition and development of permanent interests <br /> <br />in land for open-space uses where such assistance is needed <br /> <br />for carrying out a unified or officially coordinated program <br /> <br />for the provision and development of open-space land as part <br /> <br />-. <br /> <br />of the comprehensively planned development of the urban area; <br /> <br />and, <br /> <br />WHEREAS the CITY OF PASADENA has by Resolution No. 72-1 <br /> <br />expressed a desire to make application for matching funds to <br /> <br />acquire and develop fee simple title and scenic easements to <br /> <br />certain land known as Armand Bayou Park, which land is to be <br />held and used for permanent open-space land for active and <br /> <br />passive recreation, nature studies, hiking and the preservation <br /> <br />of natural. areas and wildlife habitats. Said park is expected <br />to cost an estimated $1.7 Million; and, <br /> <br />~. <br /> <br />WHEREAS, Armand Bayou, is one of the last natural waterways <br /> <br />in this area that provides a refuge for native birds, trees, <br /> <br />and wild flowers; and, <br /> <br />WHEREAS, Armand Bayou offers a unique opportunity for a <br /> <br />nature center that could provide educational opportunity for <br /> <br />children of': this area; and, <br /> <br />WHEREAS it has become common knowledge that the area <br /> <br />known as Armand Bayou is a wildlife refuge without whose <br /> <br />preservation an important part of our wildlife will be forever <br /> <br />lost to mankind; and, <br /> <br />WHEREAS, it is also common knowledge that without concerted <br /> <br />.. <br /> <br />action and concern the drainage tributaries of this area <br /> <br />will be irreversibly altered, destroying wildlife habitats <br /> <br />and thus the ecological balance of the area; and, <br />
