Anthony, 3203 Canada; Mr. and Mrs. Ellery Lacomb, 3229 <br />Canada. <br /> <br />Property Owners and Representatives Present: Bobby Grisham, Parcels C, E & F; <br />Larry Allen, Nolan Allen and Jack Howard, Parcel G; Joel Chambers, Parcel B. <br /> <br />Consultant Present: Ron Bavarian, Walsh-Freese & Nichols. <br /> <br />1. Meeting called to order by Assistant City Manager John Joerns at 6:30 pm. <br /> <br />2. John Joerns introduced City Council City Staff and the Consultant. He requested <br />all present to introduce themselves and identify their interest. He also reminded everyone <br />to sign in. <br /> <br />3. John Joerns reviewed the letter sent to property owners and residents, and <br />discussed the challenges facing the Project. He briefly reviewed the need for donated <br />Right of Way, budget challenges, and requests received from some property owners for <br />favorable zoning in exchange for property donations. <br /> <br />4. Ron Bavarian presented a display board that outlined the road cross-sections in <br />the various portions of the Project. He answered questions from those present. <br /> <br />5. Steve Gillett presented an overhead presentation of the list of steps necessary to <br />complete the Project, as well as a draft cost estimate of road construction. John Joerns <br />reminded everyone that the estimate did not include utilities. <br /> <br />6. John Joerns reviewed the need for property owners to donate the necessary Right <br />of Way to begin bringing the estimated cost in line with the projected budget. He <br />reviewed the steps that might be taken if Project costs could no be lowered through <br />property donation, including paving lien assessments, phased construction, reducing the <br />scope of the Project and phasing or elimination of utilities. City Attorney Knox Askins <br />reviewed the tax benefits of property donation and the paving lien assessment process. <br />Finally he discussed the prohibition of contract zoning - the exchange of favorable <br />rezoning of property in exchange for property donation.
