The meeting was called to order by Mayor Malone at 6:00 P.M. <br /> <br />Members of citv Council Present: Mayor Norman Malone, <br />councilpersons Betty Waters, Mike Cooper, Ed Matuszak, Bob <br />McLaughlin, Deotis Gay (arrived at 6:08), B. Don Skelton, <br />Jerry Clarke <br /> <br />Members of City Council Absent: None <br /> <br />Members of ci tv Staff Present : City Manager Bob Herrera, city <br />Attorney Knox Askins, city Secretary Cherie Black, Assistant <br />City Manager John Joerns, Assistant to the City Manager Janie <br />Bais, Director of Community Development Joel Albrecht, <br />Director of Public Works Steve Gillett, Finance Director Jeff <br />Litchfield, Finance Officer Linda Waugh <br /> <br />Others Present: Larry Mabe : representatives from Lubrizol <br />Corporation; John Black, Bayshore Sun; 26 citizens <br /> <br />2. The invocation was given by Councilperson Skelton. <br /> <br />3. Council considered approving the minutes of the regular <br />meeting of Council held July 24, 1989. <br /> <br />Motion was made bv Councilperson Clarke to approve the minutes <br />of July 24 as presented. Second by Councilperson McLaughlin. <br />The motion carried, 7 ayes and 0 nays (Councilperson Gay had <br />not yet arrived). <br /> <br />Nays: <br /> <br />Councilpersons Waters, Cooper, Matuszak, McLaughlin, <br />Skelton, Clarke and Mayor Malone <br />None <br /> <br />Ayes: <br /> <br />4. The Mayor presented representatives of the Lubrizol <br />corporation with a proclamation and a plaque in appreciation <br />of Lubrizol's generous gift of computer equipment to the City. <br />He expressed his appreciation of the communi ty spiri t of <br />Lubrizol through their various contributions and involvement <br />with civic and service projects. <br /> <br />5. The Mayor called Public Hearing A to order: Request of Fish <br />Engineering and construction, Inc., to rezone outlot 370 and <br />the western portion of outlot 369, La Porte outlots, from <br />General Commercial to Light Industrial. <br /> <br />Director of Community Development Joel Albrecht reviewed the <br />request for Council. <br />
