Assist in the tabulation and analysis of bids, and furnish <br />recommendations on the award of the construction contract. <br /> <br />Construction Phase <br /> <br />a. Attend and assist the City in the preconstruction conference. <br /> <br />b. Make periodic visits (not less than biweekly), as distinguished from the <br />continuous services of a resident project representative, to the <br />construction site. The purpose of the visits is to familiarize generally <br />with the progress of the work, to determine in general the progress and <br />quality of the work, and to determine if the work is proceeding in <br />accordance with the contact documents. <br /> <br />c. Consult with and advise the City during construction. Engineer will issue <br />all instructions to the contractor requested by the City and prepare, sign <br />and issue routine change orders for City approval. <br /> <br />d. Review shop, laboratory and mill test of material and equipment and <br />promptly report to City any deficiencies noted. <br /> <br />e. Review shop and working drawings, furnished by contractors, for <br />compliance with design concepts and specifications and with the <br />information given by the contract documents. <br /> <br />f. Generate monthly and final estimates for payments to the contractor. <br /> <br />g. Compute and verify all in-place quantities of each bid item used in <br />cons truction. <br /> <br />h. Assist the City in any performance tests required by the specifications <br />and the initial operation of the project. <br /> <br />i. Participate in company with the City's representative in a fmal <br />inspection of the project. <br />
