2.04 Promotions <br />It is the City's goal to encourage professional growth among its employees through promotional <br />opportunities when available. City employees that meet the qualifications of the posted position <br />may be given preference in the application and selection process. <br />The following procedures apply to promotions: <br />1. Departments notify Human Resources of all existing and anticipated vacancies <br />by filling out the Employee Requisition Form. <br />2. Human Resources posts the vacancies by sending job announcements to <br />posting sites located throughout the City <br />3. All applications must be received and processed through Human Resources in <br />order to be considered <br />When, in the course of the normal budget process, a currently filled position will no longer exist, <br />but will be replaced with a position having a higher classification, the employee in the former <br />position may be promoted to the new grade level without the formal hiring process. <br />Temporary Promotions <br />The City Manager may authorize a temporary promotion if a position is vacant or its regular <br />incumbent is absent. Temporary promotions are for a specific period of time as determined by <br />the City Manager. Employees temporarily promoted may be additionally compensated for the <br />duration of their temporary assignments according to the promotional grade temporary <br />supervisory pay. Employees temporarily promoted shall not acquire any status or rights in the <br />class to which they are temporarily assigned. <br />2.05 Transfers <br />The City will attempt to honor employees' transfer requests when it does not adversely affect <br />the interests of the City or its employees. <br />Administrative Transfers <br />An administrative transfer is an assignment of an employee from one position to another not <br />involving promotion or demotion. A transfer may be for administrative convenience or upon <br />request of the employee, provided the employee is qualified for the position. Transfers between <br />grade levels or between departments shall become effective following recommendation by <br />Human Resources and approval by the Department Director and the City Manager. <br />Lateral Transfers — Inter Departmental <br />A lateral transfer is the transfer of an employee between two departments and within the same <br />grade level, provided the employee is qualified for the position. <br />Lateral Transfers — Intra Departmental <br />Nothing within this section shall prevent a Department Director from transferring an employee <br />within the department to another position within the same department, provided the new position <br />is a lateral move (comparable job description and pay grade level). <br />4i <br />
