Animal concentrations could be increased after <br /> property conditions are improved. This would be done by <br /> means of a subsequent Special Conditional Use Permit. This <br /> will be discussed in a following report section. <br /> The applicant's lease is for an 87 acre tract. However, if the <br /> recommended conditions are applied to this permit, this figure <br /> will be somewhat reduced. Additionally, because of these <br /> conditions, the tract will likely have to be fenced into two or <br /> more separate pasture areas. <br /> Maximum concentration should be based on actual area of each <br /> fenced pasture. Additionally, animal concentrations should not <br /> be exceeded within any individual pasture. <br /> The applicant, in his testimony, indicated that it may be <br />• necessary to erect windbreaks to provide protection from winter <br /> weather. Staff would recommend that windbreaks be located <br /> no closer than 1,000 feet from residential properties. Specific <br /> location and means of construction would be subject to <br /> approval by the Director of Planning. <br />Permit Duration: The final issue to consider is duration of <br />-permit. Staff would recommend limiting this initial permit to <br />a one year duration. At the end of the year the applicant <br />would apply for a new Special Conditional Use Permit. The <br />decision to grant or deny would be based on the initial year's <br />performance. As mentioned earlier, this would also provide a <br />means for allowing increased animal concentration should <br />performance and property conditions warrant. <br />It should be noted that the applicant's lease is continuous but <br />subject to termination by either party after short term notice. <br />At such time as the lease is allowed to lapse or is terminated, <br />the Conditional Use Permit should be terminated and livestock <br />removed from the property. <br /> <br />
