• • <br />Planning & Zoning Commission <br />Meeting of 9/29/94 <br />SCU94-001 <br />Page 8 of 9 <br />Conclusion: In summary, staff feels the use of property as pasture can be <br />done in a way that will not be detrimental to the adjacent <br />neighborhood or, the City as a whole if adequate property <br />controls are instituted. Stafii therefore recommends granting <br />Special Conditional Use Permit #SCU94-001 subject to the <br />following conditions: <br />Fencing adjacent to Barbour's Cut Blvd., North <br />13th Street and North "H" Street (Fair Lane) <br />shall be setback at least 25 feet from property <br />lines. <br />Fencing adjacent to Highway 146 shall be erected <br />along the proposed right-of--way lines established <br />by the State Highway Department. <br />• There shall be no access from the developed <br />portions of the "H" Street and 13th Street rights- <br />. of-way. Additionally, gates shall be located at <br />least 100 feet away from residential homesites. <br />Final locations shall be subject to approval by the <br />Director of Planning. <br />Driveways, conforming to City requirements shall <br />be installed between gates and adjacent <br />developed roads. <br />Water troughs shall be located as near as possible <br />to western property boundaries. Final locations <br />shall be subject to approval by the Director of <br />Planning. <br />Applicant shall secure written permission from <br />Southern Pacific allowing water service lines to <br />cross any property not covered by the applicant's <br />lease. Permission must remain in effect for <br />duration of the applicant's lease. A copy of the <br />permission letter shall be submitted to the City <br />for attachment to the applicant's Conditional Use <br />Permit. <br /> <br />
