<br />e <br /> <br />e <br /> <br />3.0 PROBLEM STATEMENT <br /> <br />The BCDI Target Area , inclusive of La. Porte, like the entire cormty, <br /> <br />is autOITObile oriented. The Area included a highly developed system of <br /> <br />freeways, secondary highways and supporting arterial, collector and local <br /> <br />corridors. For nost trips made by residents in the Area, the aut.oIrobile <br /> <br />is the nost desirable and nost often the only available fom of transpor- <br /> <br />tation. <br /> <br />This condition is the crux of the nobility problems of the low-income, <br /> <br />elderly and/or handicapped resident, sincemany of these residents are rmable <br /> <br />~i~:' <br />to drive autorhibiles, due to either physical or financial reasons. <br /> <br />Specifically, low-incorre residents comprise a rreasurable percentage of <br /> <br />the total population in 'this area, a substantial number of whom are senior <br /> <br />citizens.
