e e 3.0 PROBLEM STATEMENT The BCDI Target Area , inclusive of La. Porte, like the entire cormty, is autOITObile oriented. The Area included a highly developed system of freeways, secondary highways and supporting arterial, collector and local corridors. For nost trips made by residents in the Area, the aut.oIrobile is the nost desirable and nost often the only available fom of transpor- tation. This condition is the crux of the nobility problems of the low-income, elderly and/or handicapped resident, sincemany of these residents are rmable ~i~:' to drive autorhibiles, due to either physical or financial reasons. Specifically, low-incorre residents comprise a rreasurable percentage of the total population in 'this area, a substantial number of whom are senior citizens.
