At A Glance:

Tax Receipts and the Economic
Outlook
State tax receipts--as distin-
guished from total receipts--for
the 1988-89 biennium will be
down 2.9 percent from 1986-87
the first biennial decline in at
least 30 years.
Tax receipts will

Biennial
Revenue

Continued
be available for general spending
because:
· $1.0 billion will be needed to
meet the 1986-87 deficit.
· $15.8 billion will be constitu-
tionally or statutorily allocated
for public schools, highways, re-
tirement programs, parks and
other programs.
The remainder--$6.4 billion--
will be available for general
spending.

be dragged

986-87 and 1988-89,
gross state product--the value of
all goods and services produced
in Texas--is expected to increase
11 percent.
That's a considerable improve-
ment over the 4.2 percent in-
crease recorded between 1986-87
and 1984-85, but it pales along-
side the 15,9 percent increase be-
tween 1982-83 and 1984-85.

down bv the combination of
modest "economic growth, a tax
system that leans heavily on the
oil and gas industry and the expi-
ration of temporary tax hikes set
to expire on August 31, 1987.

Modest Economic Growth
The Comptroller expects oil
prices to stablize at $15 to $16
per barrel in fiscal 1988-89. If the
national economy stays out of re-
cession and oil prices stabilize as
stated, that stability should allow
the Texas economy to expand
modestly.
