This effort requires the <br />City to incur an additional contractual obligation of approximately $7.25 <br />million or roughly 74 percent of the 9.8 million of Texas Water <br />Development Bonds issued to the ~a Porte Area Water Aut~ority.' This ~ost <br />has to be borne by the utility customer. <br /> <br />The,completion of th~s critical project entails the building of <br />approximately 17 miles,of transmission main from Houstonis Southeast Water <br />Purification Plant as well as an equity ownership i,n that plant. .Phnning <br />efforts indicate that the transmission main? be sized for the year 2010. <br />All of these improvements are mandated to be,in' place by January, 1990 - a <br />deadline imposed by the Harris-Galveston Coastal Subsidence District~ <br /> <br />PERSONNEL <br /> <br />In planning for staffing levels in FY 1988-89, a total of 40 new positions <br />were added., Of these, 33" are scheduled, to be part-time positions. The <br />following are the new positions recommended: <br /> <br />Fire: <br /> <br />3 Fire Fighters <br /> <br />Police: <br /> <br />1 Po 1 ice Officer <br />1 Part-time Dispatcher <br /> <br />Finance: <br /> <br />1 Data Processing Manager/Analyst <br /> <br />Parks & Recreation: <br /> <br />1 Parks Maintenance Worker <br />17 Part-time Workers ~ Ljttle <br />Cedar Bayou Park <br />15 Part-time Workers ~ Northwest Park <br /> <br />Public Works: <br /> <br />1 Water Production Worker <br /> <br />Thirty-three of the new positions are the direct result of matured bond <br />programs. Of the remaining seven positions, six will be added upon the <br />annexation of Bayshore Municipal Utility District. The remaining position <br />is the Data Proces?ing Manager/Analyst position. <br /> <br />The Data Processing Manager/Analyst position will facilitate the <br />modernization and conversion of the City's data process~ng system into a <br />true management information system. This position was recommended in a <br />Management Information System ~tudy that was conducted in FY 1987-88 and <br />will help,ensure maximum utiliza~ion of the City's investment in computer <br />technology that was made in lQ84. <br />
