The Council considered a lease agreement between the City of La Porte-and the First United Methodist Church of La Porte .for the Church to construct and maintain a parking lot behind the Edith Wilson Public Library. A motion. was made by Councilperson Malone to authorize the City Manager on behalf of the City of La Porte to enter into a contract. with the 1F rst United Methodist C urc of La Porte. Second by Councilperson Gay. The motion carried, 6 ayes and 0 nays. Ayes: Councilpersons Malone, Matuszak, Graves, Pfeiffer, Gay and Mayor Pro-Tem Skelton Nays: None 10. Council considered declaring an emergency and appropriating funds for repairs to Water Well #1 and Water Well #4. A motion was made by Councilperson Gay to declare an emer- gene and appropriate $13,159.51 from the water and sewer improvement fund for repairs to Water Well l an Water Well #4. Bob McDaniels presented to Council in final form the expanded drainage study contracted with O'Malley and Clay. 12. Donna Pfeiffer cancelled her appearance before Council to discuss the destruction of 200 year old oak trees in her alley (between "D" and Park). 13. .Council considered an agenda addendum: • Awarding. the construction contract for installation of a 12- inch A.C. water main from North "L" Street to the Trammel Crow Distribution Center site on SH 225. Council reviewed the recommendations of H. Carlos Smith Engineers & Surveyors and the bid tabulations (a part of the official minutes of this meeting).
