Council considered appointing a redistricting committee. City Attorney Askins stated that the redistricting must be fair and equitable in order to gain Justice Department approval when it is presented to them in Washington. They will insist that there be substantial minority community participation both from a standpoint of membership on the redistricting committee and also from publicity to the minority community to let them know when meetings will be held so that they can participate. It was Mr. Askins' suggestion that at least two black and two brown citizens be on the committee. Mayor Cline queried Council regarding how many members should serve on the redistricting committee. Councilperson Waters highly recommended that there be 9 members on the committee - one member to be appointed by each member of Council. She • felt that this would be a fair representation of the City, and that we would also have a fair minority representation in this way. Motion_was made _Councilperson tidaters_~~at_tkne redistricting committee_be_comprised of nine members. Second by Councilperson Bridges. The motion carried, 8 ayes and 0 nays. The following names were submitted: Mayor Cline stated that Councilperson Gay had notified her that he would like to submit the name of Lola Phillips as the appointee from his district.
