- • <br />- Provide feasible solutions for major <br />conflicts in order that an optimum <br />solution can be determined. <br />- Provide a satisfactory basis for a <br />realistic estimate of the cost of <br />construction, which will serve as a <br />budget. <br />- Establish the project "footprint" or <br />permanent shadow with respect to right- <br />of-way or real estate acquisition and site <br />planning. <br />Separate requirements shall be established for <br />the submittals of the various disciplines <br />(e.g., civil, structural, electrical, <br />mechanical and architectural design). <br />The DESIGN REPORT is part of the documentation <br />of preliminary design. It shall address and <br />record the justification for, and analysis of, <br />design requirements. An estimate of the cost <br />of construction must be prepared and <br />submitted. <br />3. In-Progress Submittal <br />This review is to be conducted at the CIP Unit <br />level only. This submittal shall provide a <br />clear indication of progress toward detailed <br />design solutions for problems outlined in <br />earlier submittals. In addition, it provides <br />a vehicle for the detailed coordination of <br />requirements by others. Areas to be <br />considered are civil design, right-of-way, <br />site plans, structural design, and mechanical <br />and electrical design. <br />Resubmittal of the design report is not <br />required at the in-progress level. Deviations <br />from the preliminary design report and the <br />justification for such deviations shall be <br />-- addressed in the transmittal letter. An <br />indexed set of all the projected calculations <br />shall be submitted. <br />23 <br />
