• ~ Minutes, Public Hearings and Regular Meeting August 10, 1987, Page 4 B. Harry Predmore, representing BOC/Airco, addressed Council regarding the City's landfill permit application. They wish to make sure that the methane gas level will be such as not to interfere with their company's processes. BOC/Airco is not opposed to the landfill, but want the technical design to be such that the methane emissions from the landfill do not cause a shut-down at their plant. With that assurance (of a good technical design), the company would withdraw its demand that methane from the landfill would not adversely affect their plant. They had hoped that La Porte would hire a consultant to do a very sophisticated engineering job and study that would give Airco confidence that the methane emission from the proposed landfill would not cause them a problem. Since that hasn't happened, Airco has recently obtained a consultant to establish and complete the findings of the possibility of methane emissions and what the effect would be on their location. More time is needed to complete the study, examine the findings, and consult with La Porte representatives on the findings; therefore, he is asking that the City of La Porte join with BOC/Airco in having a motion for a 45-day continuance in the Texas Department of Health hearing. Ms. Jo Davis then addressed Council as a representative of the Citizens for a Quality Environment, in regards to the Town Meeting scheduled for August 22. She asks that a mail-out be done by the City so that every citizen can be informed of the meeting, especially since an exit poll is to be done. She feels this would insure the objectivity of the exit poll. 8. Council considered an ordinance rezoning a 165' by 140' tract out of W. M. Jones survey, A-482, from R-3 high density residential to GC general commercial. Councilperson Shipp excused himself from the Council table during consideration of this item. The City Attorney read: ORDINANCE 1501-A - AN ORDINANCE AMENDING ORDINANCE N0. 1501, THE CITY OF LA PORTE ZONING ORDINANCE, BY CHANGING THE CLASSIFICATION OF THAT CERTAIN PARCEL OF LAND HEREIN DESCRIBED; AND PROVIDING AN EFFECTIVE DATE HEREOF
