Harry Predmore, representing BOC/Airco, addressed Council <br />regarding the City's landfill permit application. They wish <br />to make sure that the methane gas level will be such as not <br />to interfere with their company's processes. BOC/Airco is <br />not opposed to the landfill, but want the technical design to <br />be such that the methane emissions from the landfill do not <br />cause a shut-down at their plant. With that assurance (of a <br />good technical design), the company would withdraw its demand <br />that methane from the landfill would not adversely affect <br />their plant. They had hoped that La Porte would hire a <br />consultant to do a very sophisticated engineering job and <br />study that would give Airco confidence that the methane <br />emission from the proposed landfill would not cause them a <br />problem. Since that hasn't happened, Airco has recently <br />obtained a consultant to establish and complete the findings <br />of the possibility of methane emissions and what the effect <br />would be on their location. More time is needed to complete <br />the study, examine the findings, and consult with La Porte <br />representatives on the findings; therefore, he is asking that <br />the City of La Porte join with BOC/Airco in having a motion <br />for a 45-day continuance in the Texas Department of Health <br />hearing. <br />Ms. Jo Davis then addressed Council as a representative of <br />the Citizens for a Quality Environment, in regards to the <br />Town Meeting scheduled for August 22. She asks that a <br />mail-out be done by the City so that every citizen can be <br />informed of the meeting, especially since an exit poll is to <br />be done. She feels this would insure the objectivity of the <br />exit poll. <br />8. Council considered an ordinance rezoning a 165' by 140' tract <br />out of W. M. Jones survey, A-482, from R-3 high density <br />residential to GC general commercial. <br />Councilperson Shipp excused himself from the Council table <br />during consideration of this item. <br />The City Attorney read: ORDINANCE 1501-A - AN ORDINANCE <br />AMENDING ORDINANCE N0. 1501, THE CITY OF LA PORTE ZONING <br />ORDINANCE, BY CHANGING THE CLASSIFICATION OF THAT CERTAIN <br />PARCEL OF LAND HEREIN DESCRIBED; AND PROVIDING AN EFFECTIVE <br />DATE HEREOF <br />
